Circular on Foreign Exchange Regulations – Export Trade Transactions
Bangladesh Bank has issued a consolidated circular on foreign exchange regulations governing export trade transactions, superseding all previous instructions, except the reporting requirements contained in the Guidelines for Foreign Exchange Transactions (GFET), Vol.-2. Issued under Section 20(3) of the Foreign Exchange Regulation Act, 1947, the circular will remain effective for one year from the date of issuance.
The updated circular consolidates all relevant regulations relating to the export of goods and services into a single framework, incorporating amendments and instructions issued after FE Circular No. 31 dated July 31, 2025. The circular covers a wide range of areas, including exporter registration, declaration and repatriation of export proceeds, prescribed forms and reporting procedures, electronic EXP forms, realization timelines, payment methods, retention of export earnings, shipment documentation, transport and shipping requirements, online reporting, export proceeds realization certificates (PRC), discounting of export bills, assignment of export bills, insurance coverage, and other operational guidelines.
The objective of this consolidated framework is to ensure greater transparency, regulatory compliance, and efficiency in foreign exchange transactions related to export trade while facilitating smoother international trade operations. Authorized Dealers (ADs) and all concerned stakeholders are requested to familiarize themselves with the revised instructions and ensure strict compliance with the applicable provisions.
